They get fined on the spot if they stray out of this restriction. I am sure you are aware of the attacks in France and the UK but there has also been several in Spain.
I am very surprised you did not see the news in August when both Barcelona and Cambrils were attacked. In Cambrils five terrorists were shot dead by the local police. Security in Spain has been applauded many times and it is considered one of the safer holiday destinations.
